The Procedures Manual ensures that the organizational, administrative, and technical activities of the RASA/UMTRA group conform properly to those of the ISC as described in the Vicinity Properties Management and Implementation Manual and the Summary Protocol. Members of the RASA group assigned to the UMTRA Project are headquartered in the ORNL/RASA office in Grand Junction, Colorado, and report to the ORNL/RASA Project Manager. The purpose of this Procedures Manual is to provide a standardized set of procedures that document in an auditable manner the activities performed by the Radiological Survey Activities (RASA) group in the Dosimetry and Biophysical Transport Section (DABTS) of the Health and Safety Research Division (HASRD) at the Oak Ridge National Laboratory (ORNL), in its role as the Inclusion Survey Contractor (ISC). The DOE's responsibilities are being met through its Uranium Mill Tailings Remedial Action Project Office (UMTRA-PO) in Albuquerque, New Mexico. The US Department of Energy (DOE) was assigned the responsibility for conducting remedial action at 24 sites, which are located in one eastern and nine western states.
